The Adopted Merthyr Tydfil Replacement Local Development Plan 2016 - 2031

The Merthyr Tydfil Replacement Local Development Plan (LDP) 2016 - 2031 provides the local planning policy framework for the area and was adopted by Council on 29th January 2020. It is the basis for land use planning decisions in the County Borough, excluding Brecon Beacons National Park.

Supplementary Planning Guidance

In order to provide further information and guidance on specific policy and topic areas, Supplementary Planning Guidance (SPG) has been prepared by the Council. These documents refer to policies contained in the previous adopted LDP 2006 – 2021, however much of the principles and guidance within these documents remains relevant to the determination of planning applications.

The Council will review and consult on draft SPG in light of the updated policy framework provided by the Replacement LDP 2016 - 2031. In the meantime, the adopted SPG remain material considerations in the planning application process until they are replaced or otherwise withdrawn.

You are advised to consult these documents accordingly before applying for planning permission:

Annual Monitoring Report

All Local Planning Authorities (LPAs) must prepare an LDP Annual Monitoring Report (AMR) by 31st October of the first full year following adoption.

The Replacement LDP was adopted on 29th January 2020 and the latest AMR can be viewed here.

Joint Housing Land Availability Study

All LPAs must prepare a Joint Housing Land Availability Study (JHLAS) annually, which is an assessment of what land is available for housing. The latest JHLAS can be viewed here.

Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a planning charge (based on floor space) that is applicable to certain types of residential and retail developments within the County Borough. Details of the CIL are provided in the Charging Schedule which has been prepared in accordance with the Community Infrastructure Levy Regulations 2010 (as amended).
